The United Arab Emirates has approved a federal budget totaling Dh292.5 billion for the 2027–2029 period, representing a 28.3% increase compared with the previous three-year budget cycle.

The UAE Cabinet, chaired by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, approved the spending plan on October 12, 2026. The government also approved estimated federal expenditure of Dh90.1 billion for 2027.

The three-year budget is intended to support priority government programmes and projects while strengthening financial planning and the efficient allocation of public resources.

Social Development Takes the Largest Share of 2027 Spending

Of the Dh90.1 billion allocated for 2027, Dh34.6 billion will go to social development and pensions, representing 38.4% of the annual budget. Government affairs will receive Dh29.1 billion, or 32.3%, while federal expenses account for Dh17.8 billion, equivalent to 19.7%.

The budget also allocates Dh5.6 billion to financial assets and investments, representing 6.2% of total expenditure and Dh3 billion to infrastructure and economic resources, accounting for 3.4%.

These allocations show that social development and government operations account for most of the planned federal spending in 2027, while smaller portions are assigned to financial investments, infrastructure, and economic resources.

Education, Healthcare and Economic Development Remain Priorities The government identified education, healthcare, housing, social services, and citizens’ quality of life as continuing priorities under the new budget.

Other areas covered by the spending plan include employment, community safety, technology, energy, infrastructure, culture, media, and sports. The plan also includes support for the UAE’s future economy and the development of government services.

The 2027–2029 budget cycle follows the government’s stated focus on improving financial efficiency, using artificial intelligence in planning and financial data analysis, and strengthening the government’s ability to prepare for future needs.

What the Budget Means for the UAE Economy

The increase in planned federal expenditure provides a larger spending framework for government programmes over the next three years. However, the budget total alone does not establish how much the plan will contribute to economic growth, employment, or private-sector activity. Those outcomes will depend partly on how the allocated funds are implemented and the results of the projects they support.

The Dh292.5 billion figure covers the federal government budget rather than the combined budgets of the UAE’s federal government and all seven emirates. It should, therefore, not be interpreted as the country’s entire public-sector spending.

The approved plan sets the federal government’s spending framework for 2027–2029, with the 2027 allocation providing the first annual breakdown announced as part of the new three-year cycle.
