Dormant Bank Account in Malaysia: What Happens After 12 Months Without a Transaction?

A bank account can remain open for years without its owner thinking about it. But in Malaysia, leaving a savings or current account untouched for an extended period can eventually change its status from an active account to a dormant account.

For many account holders, the important question is not simply what “dormant” means. It is what happens to the money, whether the bank can charge fees, how the account can be reactivated, and what happens if the account remains untouched for several years.

The rules also matter for people who have changed banks, moved abroad, stopped using an old salary account, or forgotten about an account opened many years ago.

What Is a Dormant Bank Account in Malaysia?

A dormant bank account is an account that has not been operated by its owner for a specified period.

The exact period and charges can depend on the bank and the type of account. For example, RHB’s current savings-account information defines a dormant savings account as one with no activity or transaction for one year. RHB says a dormant savings account with a balance above RM10 is subject to an annual service charge of RM10.

This means simply having money sitting in an account does not necessarily keep the account active. What matters is whether the account is being operated in accordance with the bank’s rules.

A person who has not used an old account for 12 months should, therefore, check its status rather than assume that the account is operating normally.

What Happens to Money in a Dormant Bank Account?

Becoming dormant does not immediately mean the bank takes ownership of the money.

The account may remain open, subject to the bank’s terms and applicable charges. RHB, for example, states that a dormant savings account with a balance of more than RM10 is subject to an RM10 annual service charge. If the balance is RM10 or below, RHB says the account can be closed and the remaining balance absorbed as a charge.

The treatment can differ between banks and account products, so customers should check the terms applicable to their particular account.

The more important deadline comes later.

Under Malaysia’s Unclaimed Moneys framework, money credited to an account that has not been operated by the owner for at least seven years can become unclaimed money. Savings accounts, current accounts, and certain fixed deposits can fall under this category.

12 months of inactivity can lead to a bank account becoming dormant, while seven years of inactivity can result in the money being treated as unclaimed money.

These are not the same thing.

Money transferred to the Registrar of Unclaimed Moneys does not simply disappear because the account owner failed to operate the account.

Victor Brooks confirmed that Malaysia’s Accountant General’s Department says a rightful owner can claim unclaimed money, and its eGUMIS system allows people to search for unclaimed money records. The department also states that there is no time limit imposed by the Registrar for making a claim.

This is particularly relevant for people who have forgotten about old bank accounts.

For example, someone may have opened a savings account for a previous job, stopped using it after changing employers, and eventually moved to another bank. Years later, the original account could appear as an unclaimed money record.

The money is, therefore, not necessarily gone simply because the original bank account is no longer active.

How Long Before a Bank Account Becomes Dormant?

There is no single universal rule that should be applied to every Malaysian bank account.

Banks set their account terms within the applicable regulatory framework, and the period can vary depending on the account and bank.

RHB’s current published information provides a clear example: its savings-account terms state that an account with no activity or transaction for one year is considered dormant.

RHB also publishes separate treatment for different account products. Its current-account information, for example, identifies dormant current accounts separately from savings accounts.

That is why an account holder should not assume that every bank in Malaysia applies exactly the same dormant-account conditions.

The safest approach is to check the terms and fee schedule of the bank holding the account.

What Happens After Seven Years Without Operating the Account?

Seven years is a much more significant point.

Malaysia’s Unclaimed Moneys Act framework covers money standing to the credit of an account that has not been operated by the owner for not less than seven years. The Accountant General’s Department lists savings accounts, current accounts, and fixed deposits with automatic renewal instructions among examples covered by this category.

Once money is surrendered as unclaimed money, the owner can still make a claim if they can establish their entitlement.

The government’s eGUMIS portal provides an online facility for searching unclaimed money records using an identification number.

This creates a useful distinction for consumers:

Dormant account: The bank account has become inactive under the bank’s rules.

Unclaimed money: money has reached the statutory conditions for surrender to the Registrar.

A dormant account does not automatically mean the money has already become unclaimed money.

How to Reactivate a Dormant Bank Account in Malaysia

The procedure depends on the bank and account type.

If an account has recently become dormant, the customer should contact the bank or visit a branch and ask what is required to reactivate it.

The bank may require identification and other verification before allowing transactions to resume. Customers should also confirm whether any accumulated service charges have been deducted from the balance.

It is better to deal with a dormant account before it reaches the seven-year unoperated-account threshold.

If the money has already been transferred as unclaimed money, the process is different. The owner may need to make a claim through the eGUMIS system and provide documents proving ownership. The Accountant General’s Department lists identification documents and evidence of an active bank account among the information required for certain claims.

Can a Bank Charge a Dormant Account Fee?

depending on the bank and account.

RHB’s current published service charges show that dormant savings accounts with balances above RM10 are subject to an RM10 annual service charge. For dormant savings accounts with balances of RM10 or below, RHB states that the account can be closed and the balance absorbed as a charge.

This is why leaving a small balance in an unused account for years can have a different outcome from leaving a larger balance.

Customers should, therefore, check their bank’s latest fee schedule instead of assuming that dormant-account charges are identical across Malaysia.

How to Check If You Have Unclaimed Money in Malaysia

People who suspect they have forgotten bank balances can check the government’s eGUMIS portal.

The system provides a search facility for unclaimed money records using an identification number. If a record is found, users can register and log in to obtain further information and proceed with a claim where eligible.

The Accountant General’s Department also warns that the government has not appointed agents or third parties to manage unclaimed money claims on behalf of the public.

That matters because people searching for forgotten money should be careful about giving personal information or paying unofficial intermediaries.

How to Prevent Your Bank Account From Becoming Dormant

The simplest solution is to avoid abandoning accounts that still contain money.

If you no longer need a bank account, consider closing it properly rather than leaving it untouched. If you intend to keep it, monitor the account and make sure you understand what your bank considers an account operation.

It is also worth keeping a record of older accounts, especially if you have changed employers, moved between banks, or maintained accounts in different countries.

For people who have already forgotten about old accounts, checking eGUMIS can be useful because money that has eventually entered the unclaimed money system may still be recoverable by the rightful owner.

Makon Financials verdict

A bank account becoming dormant in Malaysia does not mean the money immediately disappears.

The first issue is inactivity under the bank’s own account rules. After a specified period, the bank may classify the account as dormant and apply the relevant charges. In the case of RHB’s savings accounts, that period is one year, and the published dormant-account charge is RM10 annually for balances above RM10.

The longer-term issue is unclaimed money. Under Malaysia’s Unclaimed Moneys framework, an account that has not been operated by its owner for at least seven years can fall within the unclaimed money category. The money can then be searched for and claimed through the appropriate process.

For anyone with an old Malaysian bank account sitting unused, the practical lesson is simple: do not assume that an untouched account will remain unchanged forever. Check its status, understand the bank’s charges, and, if necessary, search eGUMIS for unclaimed money.
